About observers

Article 5 of the Law "On elections of the President of Uzbekistan" states that all the preparations and conduct of elections, as well as in polling stations on election day and vote counting at each polling station have the right to participate on one observer from political parties nominated candidates for President of the Republic of Uzbekistan, representatives of the press and television and radio, observers from other states, international organizations and movements. Their powers should be confirmed by relevant documents.

Interested organizations declare their observers in district election commissions no later than fifteen days before the election.

The district election commission within five days after receiving an application from the organization concerned gives a mandate for the observer, a model of which is set by the Central Election Commission of the Republic of Uzbekistan.

Observers have the right to: attend the meetings to nominate candidates for the President of the Republic of Uzbekistan, the meetings of district and precinct election commissions, present at the polling station and observe the course of the preparatory work for the placement and sealing of ballot boxes for voting, the issuance of the citizens of ballots to be present at vote counting and compilation of the protocol of the precinct election commission.

And also - to request and obtain certified copies of the relevant election commission on the results of the election documents, report their observations to the higher commission if there is reason to believe that there were violations of the Law of the polling station.

Observers shall be prohibited: be in the voting booth, when a voter makes his mark on the ballot, have, influence on voters, distribute any campaign material or literature ask voters for whom they voted, or provide any assistance in making the voters marks the ballot, to interfere in the activities of precinct election commissions, including the sealing of ballot boxes, their opening, the counting of votes.
