GENERAL INFORMATION

The Independent Institute for Monitoring the Formation of Civil Society is one of the leading non-state and non-profit organizations in Uzbekistan.

The Institute was established in 2003 by the initiative of a number of social organizations, research and educational institutions of Uzbekistan.

The National University of Uzbekistan, University of World Economy and Diplomacy, the Creative Union of Journalists, Chamber of Trade and Industry, the Foundation of “Mahalla” and other organizations are the founders of the Institute.

The main goal of the Institute is the realization of the systematic monitoring the processes of formation and development of civil society, strengthening the role of civil society institutions in the way of democratic renewal and modernization of the country, enhancement of political culture, raising legal awareness, social and political activeness of the citizens.

POTENTIAL The Institute consists of the Central office and 14 regional departments in the Republic of Karakalpakstan, Tashkent city and all the regions.

Currently, the Institute has enough potential for the realization of the systematic monitoring the processes of civil society establishment, carrying out events, directed to raising the role of civil society institutions in the state governance.

Every regional department of the Institute is presented by the team of high qualified researchers, who have knowledge and work experience in such spheres as jurisprudence, social studies, journalism, and psychology.

ACTIVITIES The Institute actively participates in the realization of the tasks defined in “The Concept of Further Deepening the Democratic Reforms and Establishing the Civil Society in the Country” addressed by Islam Karimov, the President of the Republic of Uzbekistan, at the joint session of the Oliy Majlis Chambers on the 12th of November, 2010.

The issues relating to the significance and the role of NGOs in resolving tasks of social and economic development, realization of effective social partnership between civil  society institutions and state bodies are being widely discusses in “round tables”, held by the Institute in the regions.

Capabilities of regional departments are also being exploited in carrying out various events on such issues as increasing the role of mass media in protection of human rights, providing freedom of speech and information, openness of the reforms.

Moreover, the Institute has arranged work on providing practical assistance to the political parties in improving their initial organizations, press-service and periodicals.

The researches on the role of local bodies in the realization of addressed social support for people, ensuring public control over the state bodies, are the prioritized fields for the Institute.

On a regular basis, the Institute carries out work on the study of the level of legal, political awareness of people.

The discussions on drafts of laws among public, directed for further deepening the democratic reforms, are being successfully practiced by the Institute.

In all the regions of the country “round tables” dedicated to the discussions of drafts on such laws as “Social Partnership”, “Guarantees  of State Support for Mass Media”, “Public Control in the Republic of Uzbekistan”, “Licensing Procedures in the Sphere of Entrepreneurial Activity” were held with the participation of NGOs, non-state mass media, experts and lawyers. Collected proposals and recommendations on the outcome of the “round tables” have been given to the expert groups of the Parliament for analysis and summary.

Similar work was conducted on such drafts of laws as “The economic bases of mass media activities”, “Openness in the state bodies` and government activities”, “Television and radio broadcasting”, “Ecological control” and other normative acts.

The results of all the researches are regularly published in the journal of “Civil society” (“Гражданское общество”) and in the newspaper of “Society” (“Жамият”), the founder of which is the IIMFCS.

INTERNATIONAL COOPERATION The main important direction of the Institute’s activity is the study of the experience of the developed democratic countries in the way of establishment, strengthening and development of civil society institutions.

The Institute has established mutually efficient cooperation with foreign partners from the Russian Federation, the USA, Germany, Great Britain, France, Japan, India, China and other countries, also with a number of leading international organizations.

During 2012, the Institute in cooperation with the national and foreign partners, organized 10 international events (conferences, seminars, trainings, “round tables”), 3 of which were held abroad (Germany, Czech Republic, Hungary).

PARTNERS The Institute cooperates with such leading public institutions of the country as the Committee of Women of Uzbekistan, Youth Social Movement of “Kamolot”, the “Mahalla” Fund, the Federation of Societies for the Protection of Customers’ Rights, National Association of Electronic Mass Media, the Council of Federations of Trade-unions in Uzbekistan, Ecological Movement of Uzbekistan, political parties and others.

The Institute unites many experts among scientists, representatives of NGOs, journalists and editors of mass media, chairmen of citizens’ gathering, and leaders of youth organizations, activists of political parties, the potential of whom is used in the activity of the central and regional departments of IIMFCS.

The Institute is open for the cooperation with interested persons and organizations on the issues of establishment, development and strengthening of the civil society in Uzbekistan.
